Outlook 2007 non-Unicode profile

Recently I ran across a strange case where a users Outlook 2007 client continued to create non-Unicode profiles against an Exchange 2003 SP2 server. Outlook 2007 against an Exchange 2003 SP2 server (and later) should always try to create Unicode profiles. This was a problem because the customer was not generating any OAB
